Since 9/11, Most Americans Uncertain About Fire Safety in Tall Buildings

A nationwide survey conducted by Society of Fire Protection Engineers (SFPE) revealed that only 7% of Americans feel safer from fire in high-rise buildings since the terrorist attacks that occurred on September 11, 2001.

“Because most people will always remember the images of the World Trade Center Towers collapsing, it’s understandable only a small percentage of the population would feel safer in tall buildings,” said SPFE Engineering Program Manager, Chris Jelenewicz. “However, since 9/11, fire protection engineers have increased their scrutiny of extreme events and have significantly improved the science & technology that is needed to make high-rise buildings safer during emergencies.”

Fire protection engineers analyze buildings from the standpoint of how fires start and grow, and how they affect people and property. They work closely with other professionals, including architects, state and local building officials, and local fire departments to ensure safer high-rise buildings.

“With respect to fire, tall buildings have unique risks,” said Jelenewicz. “For example, fire department ladders cannot reach the upper floors of a high-rise building and it takes more time for people to evacuate during an emergency.”

As part of the World Trade Center Towers collapse investigation in 2005, the National Institute of Standards and Technology (NIST), recommended including fire protection engineers in building design teams in order to prevent future devastation, especially with high rise buildings. The report also recommended significant changes to the way tall buildings are constructed to make them more resistant to fire and more easily evacuated during emergencies. Many of these recommendations resulted in changes to the model building and fire codes.

Some of the changes to the way tall buildings are designed and constructed that have occurred since 9/11 include:

    Facilitating more efficient building evacuations
    Improvements in the marking of exits
    Protecting the integrity of stair and elevator enclosures
    Increasing the reliability of fire protection systems
    Improving the installation of structural fireproofing
    Facilitating improved emergency responder operations

“Although better building design and construction methods cannot stop determined terrorists, they can dramatically increase the number of lives saved in the event of an attack,” said Jelenewicz. “The changes to the way fire protection engineers design tall buildings have become the new norm in the construction industry and will certainly make our tall buildings safer.”

The SPFE survey was conducted online within the US in January, 2011 among 1,000 adults. Respondents for this survey were selected via a systematic random sample from among those who have agreed to participate in Synovate Panel surveys. The Synovate online panel is composed of over 840,000 adults who have been recruited to regularly participate in Synovate’s online surveys. There are several types of fire extinguishers.

Your basic CO2 fire extinguisher is filled with compressed CO2 gas, which is released as you trigger the extinguisher. The CO2 smothers the oxygen away from the flames to put out the fire. The cold form the CO2 decompressing also helps to remove some heat.

There is also a foam based fire extinguisher. The foam is essentially produced by mixing a soaping agent with water. A stand alone extiguisher of this type usually has the soap and water preset and pressurized to come out of the extinguisher. The water will remove heat from the fire, and the foam will act to block the oxygen from the fire. These types of extinguishers are most effective against oil based fires.

The last type of extinguisher is a type of dry chemical based extinguisher. These extinguishers will have the dry chemical in the cylinder and will often have a small canister of compressed CO2 on them. When the extinguisher is needed, the small canister is used to pressurize the dry chemical to force is out of the extinguisher.

In all cases, extinguishers will run out after use. In general an extinguisher will provide one to two minutes of fire fighting ability. Extinguishers can be recharged, but only by someone trained to do so. For more information, you cna probably contact your local fire department. Most store bought extinguishers are not rechargable, but will need replaced use.

So what materials do I need and how do I do it, and where can I purchase the materials? People have been telling me to use “fire starter” logs. Please give me info. THE PARTY IS THIS WEDNESDAY!! Although better building methods and codes can not stop determined terrorists, they can dramatically increase the number of lives saved in the event of an incident like the 9/11 World Trade Center attack.

One group of professionals in particular has worked hard to advance building occupants’ safety through better construction methods and codes: fire protection engineers.

Fire protection engineers analyze buildings from the standpoint of how fires start and grow, and how they affect people and property. They work closely with other professionals, including architects, state and local building officials, and local fire departments to ensure safer high rise buildings.    

Since 9/11, fire protection engineers have increased their scrutiny of extreme events, seeking to improve the science & technology that is needed to make tall buildings safer.

Last year, the National Institute of Standards and Technology (NIST), as part of the investigation into the collapse of the World Trade Center, recommended including fire protection engineers in building design teams in order to prevent future devastation, especially in high rise buildings.

“We have seen our work sought more frequently among the general building community,” says Dr. Jim Milke, fire protection engineering professor at the University of Maryland.

NIST also recommended that engineers in other disciplines receive continuing education in fire protection engineering, so they too can know how buildings react under extreme conditions.

Even before NIST released its report, the Bethesda, MD-based Society of Fire Protection Engineers (SFPE) had undertaken initiatives to advance similar goals.

“We believe that we have a very important mission to serve our communities,” says Chris Jelenewicz, engineering program manager for SFPE. “Our knowledge base can be tapped to help limit damage and loss of lives in an extreme emergency.”

SFPE recently collaborated with engineering departments at several colleges and universities to help develop courses that teach the principles of fire protection engineering to engineers of every discipline.

The Society also developed distance learning programs to increase access to fire protection engineering education for students unable to travel or dedicate the time to attend full-time fire protection engineering courses.

I have just purchased a copper fire pit on a wrought iron stand. I am wanting to not only use it for a camp fire but to roast hot dogs and marshmallows on. I know the fire logs that can purchased are convenient but can’t be cooked with because of how they are treated. I am a single mom new to this fire starting thing. Can someone please tell me how to get a good fire started in a fire pit and keep the flame going?

We have a copper fire pit that we use for marshmallow roasts from time to time. My husband purchases Fire Starter Logs from Wal-mart. You find them in the camping section and they cost 33 cents. They are only about six or seven inches long and come in a black package. You build your firewood around it…make a pyramid structure with the wood.

In the late afternoon of Saturday, March 25, 1911, a fire broke out in Manhattan’s Triangle Shirtwaist Company. As a result of this catastrophic fire, 146 garment workers died and many more were injured.

The fire, which occurred 100 years ago, still remains one of the deadliest fires in the history of the United States.

“Poor fire protection design was a major contributing factor to the significant number of deaths,” said Chris Jelenewicz, Engineering Program Manager with the Society of Fire Protection Engineers. “The Triangle Fire shocked the world and it shaped the way fire protection engineers currently design ways to protect people from fire.”

The Triangle Company occupied the top three floors of the 10-story Asch Building. The majority of the occupants were young immigrant females who operated sewing machines on the 8th and 9th floors.

The fire started on the eighth floor in a box that was used to collect scraps of cloth and quickly spread to a large table used to cut fabric. When the fire was first observed, the employees unsuccessfully tried to extinguish the fire. While the employees tried to extinguish the fire, it quickly spread throughout the 8th floor.

When the occupants tried to evacuate, they found there wasn’t a sufficient number of fire exits. More importantly, the exits that did exist were flawed. For example, evacuation was slowed because the doors to the interior exit stairs swung against the direction of exit travel. Some of these exit doors were locked. Additionally, an outside fire escape was narrow and it collapsed because it could not support the weight of the many people who tried to use it.

Moreover, the building was not adequately protected by a fire suppression system nor did the building have an adequate means to notify occupants that a fire existed in the building. As a result, evacuation of the 9th and 10th floors was delayed.

Once the fire department arrived on the scene, their ladders could only reach the sixth floor. Many of the workers tried to jump into the fire department nets but these nets were quickly damaged when too many people tried to jump into the nets at one time.

“Because the fire exits were deficient, a lack of a fire suppression system and the delay in notification, the occupants did not have enough time to get out alive,” said Jelenewicz. “With no way out, many of the occupants were forced to jump out windows and died when their bodies plummeted to the ground.”

Today, modern fire protection engineering principles are more focused on protecting people from fire. When designing buildings, fire protection engineers use the latest technologies to design systems that control fires, alert people to danger, and provide a safe means for escape.

“A hundred years later, the Triangle Fire reminds us of the threat that is posed by fire and the importance of designing buildings that that keep people safe from fire,” said Jelenewicz. “Today, because of the hard work that is performed everyday by fire protection engineers, our buildings are much better protected so that tragic events such as the Triangle Shirtwaist Fire will never happen again.”

In a fire how is it that a father watched his son pull the fire alarm or a friend watched his friend pull the fire alarm? Can a mature son who knows there is a fire ask his dad if he could pull the alarm? Could the father go with the son in a safe location to keep his son calm and to see if it is working. Could a father say to his son how to break the glass or to pull the lever down. If the lever did not go down the first time could the father say pull it again your doing a good job. Or when the son is pulling the alarm can the father say you are doing a good job and say the handle will lock into place and to wait until the alarm sounds?

The new legislation effective from 1st October 2006 requires employers and others responsible for buildings to comply with the new Fire Safety Law. Previously it was the responsibility of the Fire Authority to ensure compliance with fire safety law and this was managed via local fire brigades.

Publication of “The Fire Safety-An Employers Guide” by the Health and Safety Executive (HSE) in 1999 stated the advent of a new employer led approach towards fire safety at work in the UK. This was necessary to bring the UK in line with European Union directives.

New reforms will see a much greater need for employers to comply with fire protection law. The new law means that employers will need to produce fire risk assessments and introduce action plans to minimise the risk from fire and the consequences should one arise.

    Emphasise preventing fires and reducing risk

    Make it your responsibility to ensure the safety of everyone who uses your premises and in the immediate vicinity

    Do away with the need for fire certificates

The importance of your responsibilities should not be under estimated.

Who Does This Affect?

Anyone who maybe the responsible person for offices, shops, factories, hospitals, hotels, care homes, places of assembly and so on will need to comply with new legislation. In fact the Fire Precautions (Workplace) Regulations cover all premises that people have access to except for single domestic premises.

What Needs To Be Done?

As an employer or responsible person a fire risk assessment must be carried out, which is required to focus on the safety in the case of fire of all relevant persons. The fire assessment will pay attention to those at special risk, such as disabled people, those with special needs, young persons and must include consideration for any dangerous substances. The fire risk assessment will help identify risks that can be removed or reduced and help you to decide the extent of the general fire precautions you need to take.

If the organization or business employs five or more people you must record the significant findings of the assessment. Regardless of the number of employees it is good practice to record your significant findings.

What is a Fire Risk Assessment?    

A fire risk assessment is an organized and methodical review of a premises, what activities are carried out and the likelihood that a fire could start.

The aims of the fire risk assessment are:

    To identify any fire hazards

    To reduce the risk of those hazards causing harm

    To decide what physical fire precautions and management arrangements are required to ensure the safety of people in your premises should a fire start.

The assessment will consider “what if” scenarios and consider such key components as:

    Sources of Ignition

    Sources of fuel

    Sources of oxygen (air)

    Persons at risk

    Means of Escape

    Fire Detection and Warning

    Means of Fighting Fire

    Emergency Planning.

Unless you are dealing with a fire extinguisher which blocks the free radicals that greatly speed up oxidation reactions, they are effectively equivalent.

As the late months of summer heat up, the gloom of Fire Season is on the minds of many living in the Wildland Urban Interface areas of the United States. Firefighters have prepared all season for these types of events, and now, as recent fires in Texas have shown, Fire Season is upon us. Throughout the west coast of the United States, fire departments are increasing staffing levels and preparedness for an expected lightning and wind storm event this evening. Lightning and wind are two of the most feared natural events firefighters face. As tonight’s red flag warnings go into effect, firefighters have a new tool for finding lightning fires before they are too large to fight.

Over the last several months, the staff at FireWhat Incorporated has been working to provide the most accurate weather and fire information to the field. FireWhat.com allows firefighters to see where red flag warnings are taking place and even see satellite tracking of new fires. The attached picture shows a screenshot of some of the features that are available on the website — including severe weather forecasts, fire detection, active fire perimeter tracking, and live weather readings.

FireWhat has teamed up with another local Dunsmuir company, Pusher, to develop a mobile version of the website’s fire tracking technology. The up-coming mobile application will provide lifesaving information for firefighters, responders, and residents of fire prone areas. Together the team has collaborated with industry leaders, technical gurus, and business analysts to develop the most state of the art mobile application available to firefighters. The FireWhat Widland iOS App will provide current weather conditions at the scene of major incidents. Additionally, the application receives satellite imagery downlink of fires nationwide. As information becomes available, the FireWhat app will provide perimeter tracking and Google Map imagery to direct responders and commanders to areas in highest danger.

For the first time ever, wildland and structural, paid and volunteer firefighters will have pre-arrival incident information. Currently, firefighters receive little to no information prior to arriving at the scene of a wildland fire. The FireWhat app will give responders visibility of homes in the area, creeks for water sources and areas for staging before they even arrive on scene. With this app, firefighters and commanders will be able to make pre-arrival considerations, allowing more time for critical life-saving decisions. The vital information provided by this app will save lives and property and will reduce responder errors in a critical time of need.

The application will also feature a suite of wildland applications for firefighters in the field. Common guides, safety check lists and procedures have been built into the app. The application will also host fire behavior calculators that will help firefighters understand how the fire will burn, in what direction, and how intense the expected fire behavior may be based on manual data input.

In the coming weeks, FireWhat Inc. will release the first version of the application on the Apple iOS Platform. The application will be available through the Apple App Store. FireWhat Inc. does plan to release the application across all platforms/devices prior to the 2012 fire season. Many innovations are on the horizon, and version 2, 3, 4, and 5 are already in the works.

What are the classes of fire extinguisher?

I know that class A is for wood fire, class B for gasoline and grease fire, and class C for electrical fire. But what does a class D fire extinguisher do? Please help I got a quiz tomorrow on this stuff. I also know that a class ABC fire extinguisher can be used for all 3 different types of fire, so is it true that class D can be used for all types of fires? Or is there a specific kind?

Class D fire extinguishers are commonly found in a chemical laboratory. They are for fires that involve combustible metals, such as magnesium, titanium, potassium and sodium. These types of extinguishers also have no numerical rating, nor are they given a multi-purpose rating – they are designed for class D fires only.

In 2008, the Society of Fire Protection Engineers (SFPE) partnered with Discovery Education to create a new in-school program entitled The Chemistry of Fire. A copy of this program was distributed to each high school in the United States and throughout New Zealand.

The teachers who have used this program find it to be very informative and a good tool to engage unmotivated students. For example, nearly every teacher (97%) who responded to The Chemistry of Fire’s evaluation survey said the materials provide new or unique teaching resources.

“Understand the program’s effectiveness was critical to its success,” said SFPE Engineering Program Manager Chris Jelenewicz. “Effectiveness was measured through survey cards that were provided in the program kit and a survey that is on the program’s website.”

The Chemistry of Fire teaches high school students the science behind fire as a way for students to fully understand the dangers of fire. Its main purpose is to increase the awareness of fire and the importance of home fire prevention.

The results of the program evaluation also found that 99% of the teachers who responded to the survey said they would incorporate fire safety into their curriculum.

“Each year in the United States more than 3,000 people die and thousands are injured as a result of fire. Our goal was to bring the science of fire into the classroom so students will have a better awareness of the dangers of fire,” said Jelenewicz. “Feedback from the evaluation shows this program is achieving this goal. It is also filling a void in the high school chemistry curriculum because this information isn’t provided in the high school texts.”

Additionally, 99 percent of the teachers said they would encourage their students to enter the fire protection field. Currently, there is a nationwide shortage of fire protection engineers. Their skills are necessary to protect people, property and the environment from the threat of fire. These lessons will help students explore career opportunities in the field of fire protection engineering.

“The Chemistry of Fire Program has also been embraced by the firefighting community,” said Jelenewicz. “Over the past year we received numerous requests from fire chiefs, fire marshals, training officers and public-education officers from fire departments throughout the world who were interested in having this program incorporated into their fire protection programs.”

This interactive program includes a teacher’s guide with five lesson plans, a DVD that demonstrates exciting experiments included in the lessons, a poster and a web site where teachers and students can find more classroom and career resources.
